It all comes down to that the Soviets wanted revenge, and the Americans, who did not lose nearly as much as the Soviets did, wanted them to re-build.
The simple answer is to maintain control, restore German sections and to help people get back to their countries or German homes if they still existed. One military could not maintain control over the people and dire situation. It was also a political matter. Each main country of the allieds was awarded an area to control and help restore. The split had been decided prior to the end of the war.
