The Titanic sent out a distress call at 12:15am. At about 12:25am, Carpathia contacted Titanic and advised her that she was only 58 miles (93 kilometres) away.The Carpathia turned around and sped towards Titanic's last known position. At full speed the Carpathia could just manage 20 mph (17 knots). This would have been around 01:00am.Steaming at 17 knots, Carpathia would have covered the distance in about 2 hours and 54 minutes. Assuming she also had to manoeuvre around ice flows, and get up to full speed, this would agree with the arrival time of about 4:00am at the scene of the sinking.Carpathia was 58 miles from the Titanic at the time of the message, not when the Titanic sank.The Titanic sank at 2:20am - just under two hours after Carpathia received the message. So Carpathia would have been steaming at full power for 1 hour and 20 minutes before the Titanic sankSo the Carpathia would have been about 30 -> 32 miles away when the Titanic sank.

The lifeboats varied but there was a direct correlation between time and utilization - in other words, the first ones went out with many unused seats and the last ones were overflowing.
There should have been at least 20 lifeboats and the lifeboats the titanic released that night where not all the way full so a lot of people died more than necessary.
Many people stayed on the ship because they thought the Titanic was not sinking and it was safer.
The Captain didn't make that decision. The decisions regarding filling the lifeboats were taken by First Officer Murdoch and Second Officer Liteholler.
The full sized lifeboats could hold 65 people and the collapsible lifeboats could hold 40 people.
A number of the crew were not adequately trained in evacuation procedures. They were worried that the lifeboats are not able to handle the weight of a full capacity of passengers.
Because most of the crew members were worried that too much weight would cause the lifeboats to buckle (start going under the water)

The lifeboats werent full on the Titnaic because they were concerned they couldnt carry the weight and also the first class passengers refused to sit with 3rd class passengers
The Titanic was a tragedy in that there were twenty lifeboats that went down only half full of passengers. Those twenty lifeboats were only enough to hold half again of the total occupation of the entire ship. Today's ships must have enough lifeboats to carry each and every person riding the ship.
