Sometimes people are afraid that revenge will be brought upon them. Put yourself in their shoes. If your family is threatened by thugs who have killed people, would you report them for a 1 year sentence without fear for vengeance?

a victim may not report a crime because they can be extremely traumatized, and could be too afraid to speak up, they might have been threatened by a person or could even be in denial about the situation they had been put through.

One of the reasons is because the friends of the person who is reported will go and beat up the victim. better to take the pain and walk away then to get revenge and hurt even more.

Added: Or, they do not wish to go through the 'hassle' of the legal system and/or appearing in court to testify against the person. In the cases of sexual assault or rape, the victime does not want the shame or noteriety.

Sometimes cases of rape are not reported, as the parents are worried that if all the detail comes in the open , then nobody will be willing to marry the girl, so better be quiet.
