Weight is defined as the mass of something multiplied by the force of gravity.
The force of gravitational pull exerted by one thing on another is dependent upon the mass of the object creating the force and its distance from the object being acted upon. When distance is equal (as it would be, more or less, when in either case we are standing on the surface of a planet) then mass is the only factor.
The force of gravity is stronger on Neptune (as it has a greater mass and therefore creates a greater gravitational pull) than it is on Earth and so even though an object has the same mass, its weight is greater on Neptune.
When you are on Earth however you do not notice the effect of Neptune's gravity because Neptune is a very long way away whereas the Earth is close and distance becomes a factor.
"Weight" is the measure of how strongly the planet pulls on you. The earth has greater mass than Pluto so it has a stronger gravitational pull on you.
