Blinkers can work without brake lights. Brake lights are activated by a switch that is switched by the brake petal and the turn signals are acivated by your turn signal switch on your steering column. The two are two separate circuits. I suggest you check out the switch on your brake pedal to see if it is working properly. It must have 12 volts applied to one side when it is not acitvated and 12 volts should be on both sides when it is activated. When the 12 volts is on both sides of the brake switch, it should apply 12 volts to your brake lights and then they should come on.

If the blinkers work then your taillight wiring is bad.

Start with the fuses, then check the bulbs, then start tracing wires.
Check the bulbs. These bulbs are a combination tail light & brake light. Even though the blinkers work, the brake light part might be burnt out. If these are okay, check the brake light switch. It's mounted on the brake pedal. Are the brake lights on all the time or they don't light up at all? if all the bulbs are fine, its more than likely the stop-light switch underneath the brake pedal.
GO AND BUY I NEW light bulb !
I am currently having the same problem you are having check the fuse to see if it is blown the blinkers and brake lights are on the same fuse my system has a short in it somewhere and is popping the fuses I am in the process of running new wires since the wonderful people at Chevy ran all the wires thru the frame and you can't access them
has anyone checked the fuses and bulbs?
IT COLUD BE A RELAY BOX multi function switch( turn signal, lites ect.)
