Your tail lights are designed to come on with your low beams so that drivers behind you can see you better. It basically assumes that it is dark out. Im assuming you are referring to your tail lights, as tail lights and brake lights are two differing brightness bulbs in the same lens housing. Your tail lights will come on with your headlights, but your brake lights only come on when you depress the brake.
*Note: If you were referring to the actual brakelights, do not drive your car on public roads or your chances of being in a rear-end collision are very high. Take your car to a certified automotive technician and have them checked out.
Believe it or not, you might have 2 BURNT OUT LOW BEAMS. Ive seen that a few times.
if your low beam lights run off a relay, then that might have expired. will need replacing if it has.
Try looking at the low beam fuse it may be blown. If no other lights come on it could be the switch.
Check the grounds for the headlights.

check your interior or instrument panel lights fuse, they usually are all connected and when the fuse blows they all go.

yes, if truck has day running lights, the low beams are on at all times, when head lights are turned on by the switch, the voltage is increased on low beams to a full 12 volts on low beam, when switched to high beam, all four are on.
