The headlights work on a totally different relay than the parking and fog lights. The headlight relay or headlight fuse is usually blown when only the parking and fog lights work.
Follow the insturctions that will come with the lights.
On the 2002 Impala you need to first pull the thing that turns on the headlights manually like half way or all the way and then hit the fog button and the fog lights will come on.
