I have a 96 that does this. Still tring to figure it out. I just went to a garage and spent
203.00 dollars on a part and labor this part was the speed senser and this did not fix it. im out of money this week, so ill come back and let you know what it was.
idk if I'm late here but i had the same problem i am an automotive technician and the problem is that there is a gear inside the transmission on the trans axle that's plastic and it falls off or breaks off one easy way to test this is to take the speed sensor out and then remove the gear from the top of the transmission and take a drill and spin it and see if your speedometer registers. if it does then the problem is the gear inside the transmission. I've changed mine and then it worked!

The top speed of an unmodified 1998 Mitsubishi Eclipse is (125 mph) one hundred and twenty-five miles per hour. If the vehicle is modified for more performance, the top speed can vary.
Governor is internal, part of your ECU. The signal for it is your speedometer.
Any year Mitsubishi 3000GT VR-4 will outperform a 2000 Mitsubishi Eclipse GT in both acceleration and top speed with 0-60 being 5.5 seconds and 7.5 seconds respectively and top speed being 155(electronically limited) and 144 respectively.

Yes, "A" 1994 mitsubishi eclipse transmission will fit a 1992 mitsubishi eclipse, IF and only IF it's the right one 6 bolt fits 6 bolt and a 7 bolt fits a 7 bolt. Make sure you know Fwd and Awd and if it's 5 speed =)
