Too many Variables in play. Could be air in the system, faulty t-stat, faulty water pump, temp sensors etc.
Gotta go over them all if you dont have an idea or can pin point any causes.

The 1999 Cadillac normal coolant temperature gauge reading should be 180 degrees. A 195 degrees thermostat could be used, causing the temperature gauge to read 195.

no this is not normal unless you have a cheap a/f/r guage. It should read at all speeds and loads.
Your gauge should read just under of 210 deg F mark. I am guessing it is the 4.2 I6
It is necessary to read the density and the quality of the gauge. You should see the lower side.
