Try cleaning the muffler cleaning the carburetor and decarbonizing the engine by disconnecting the PCV hose and running the engine untill it warms up. Run the engine at wide open throttle and trickle two gallons of water down with the air filter off. What this does is builds up a LOT of steam and blows carbon out like magic. Hope this helps!

Surging is often fixed by replacing the fuel filter. A simple job and most small engine shops will have the part.
