Canada's government is a constitutional monarchy which means a king or queen shares power with an elected leader. the queen of England, queen elisabeth II has no political power over Canada any more and is just a political figurehead or a ceramonial leader. the prime minister, steven Harper has all the power.

The prime minister is the head of Canada's government. He is the leader of the cabinet. =========================================== The Prime Minister is the most powerful person in the Canadian government for a few reasons. First, the Prime Minister is the political leader in the house of commons, usually by virtue of being the leader of the party with the most seats, so the Prime Minister has a large say in what legislation Parliament does and does not pass. Also, the Prime Minister chairs meetings of the Cabinet. This wouldn't make him any more powerful than other ministers, but because the Prime Minister can advise the Governor General on the appointment and dismissal of other ministers, he effectively has control over the Cabinet. The Prime Minister also advises the Governor General on the performance the rest of his of her duties, which gives him control of much of the Governor General's authority as well.
