For any business dealing, the goal is to make money. A merchant can figure that he can make more money if he can water it down or dilute it with lesser expensive ingredients. This thinking is not limited to China.
Many of the cheaters are not rocket scientists. I do not believe that the Chinese processors had any intention of killing thousands of American pets or hospitalizing thousands of Chinese babies. All they were looking for was a way to improve the bottom line.
