For any business dealing, the goal is to make money. A merchant can figure that he can make more money if he can water it down or dilute it with lesser expensive ingredients. This thinking is not limited to China.

Many of the cheaters are not rocket scientists. I do not believe that the Chinese processors had any intention of killing thousands of American pets or hospitalizing thousands of Chinese babies. All they were looking for was a way to improve the bottom line.

China is a huge country. Just as the U.S. government cannot test everything coming into the country, the Chinese government cannot test everything that is being shipped out of theirs.

The Chinese government is working to change this perception.
