Cartoon characters, especially humans, are rarely drawn with realistic proportions - they are caricatures, exaggerating certain features. Most noticably the head will be proportionally larger due to its importance in expressing the character's moods and emotions, while the body is simply something to attach the limbs to. This is not unique to chinese animation, you can see it in western shows such as The Simpsons (Bart's head is a little under a third of his total height) and Japanese shows too.
Japanese 'chibi' characters have have a head that is the same size as their body, but it's still recognisable as a person with human expressions, the tiny limbs being enough to give the appropriate body language too.
