Iran does not have two governments; it has one united, national government. Perhaps you are confusing the Supreme Ayatollah Khamanei, who is the head of the judicial branch of the Iranian government with President Hassan Rouhani, who is the head of the executive branch of the Iranian government. The Iranian government is a little confusing in this regard because the President, who is the public face of the country and the most powerful elected official in the country, has much less power than Khamanei who is an unelected Shiite cleric. However, they are both part of the same government structures.
