This is a region of broadcasting that stretches as far west as Iceland and includes countries outside of Europe, including among others, Jordan, Iran, Morocco, Libya, and Israel.
The Israeli Broadcast Authority (then IBS) was already a non-European member of the European Broadcasting Union (as it joined, Egypt and Syria left). In 1973 previous Eurovision participants Malta and Austria decided to withdraw from the contest, so Israel was invited to be the 17th country that year, and takes part in the song contest ever since, winning three times, hosting twice.
While this creates initial confusion, it should be made clear that participation isn't based on geographic location, but on the ability to receive transmission from the European Broadcasting Union.
Israel particpates because it is a member of the Eurovision Broadcasting Company (EBC) which all participants must be in order to enter. This means non European countries like Israel and also even Morroco can take part. Australia is even a member of the EBC so could in fact enter but I doubt they ever will!
Because in 1945 (when the war finished) the french wanted to celebrate the finishing of the war and planned a "big" party for the Europe, as it was hard to reach the rest of the world. Now it has become a Party for ages.As it was only meant for one year.
