Check for adequate fuel supply to injection pump check for clogged fuel filters kinked ro collapsed fuel and supply lines also return lines from injectors for blockage. And now for the biggy. Its possible that over time the injection pump has worn out. the engine must be timed to remove the pump correctly. while the pump is off have the injectors checked for opening pressure and spray pattern. I am telling you all of this under the assumption that the engine is mechanically sound ie compression and valve adjustment all could play a part. Good Luck!

Lots of john deere tech manuals are available on eBay both on CD as well as hard copies. Some of them are rather reasonable around $30 but can go as high as $300. The one you are looking for would be TM1561 for the STX30/38/46.
A John Deere 730 is going to be hard to find. Being made in the so long ago they are considered to be classics or antiques. I have found them online for anywhere from $29,000 to $40,000. That purchase price would be the same anywhere however, shipping to Des Moines will be quite a price if they are not located near by.
I'm in the process of changing out the drive belt and I got a diagram from my local John Deere dealer. NOTE!!.....There is an adjustment to be made on the idler pulley, which is directly underneath the seat. The pulley itself obscures this slot and I learned the hard way....so I have to take it apart (again) and tighten the belt. Be sure and grease your pulleys when you have the mower deck off as the grease zerks are hard to get to and this is an oppotune time to do this.
