Why does Magyar Telekom Telecommuns MTA-NYSE have a large yearly dividend payment once a year but it doesn't have high volume?

To save in administrative cost that is incurred in issuing a quarterly dividend. The only problem with this, method of distributing the earnings is that it causes deeper swings in the price of the stock, due to the long term anticipation of a reward, rather than the shorter periods between a quarterly dividend.
