Are you using any mods for your game? Mod conflicts can cause crashes upon start up. If you aren't using mods, I'd recommend uninstalling and reinstalling your game.
If you do that, and still experience the crashing problem, try going to the UESPwiki (Google it and you'll find it) and search for Technical Support. Oblivion, while wonderful, is full of bugs, and they have an entire page dedicated to solving them.

No. Using a cheat code to create a duplicate quest item will likely make your game crash.

Oblivion has many errors and glitches that cause it to crash. A mod you should get is the Unofficial Oblivion Patch. It will fix al ot of problems. Also, when installing other mods, make sure they're installed properly, and that they don't conflict with other mods. Oblivion doesn't seem to like up to date nvidia drivers especially in XP. My recent re-install of the game plus patch was freezing after around 5 mins of gameplay. Rolling back my driver (for twin SLI 7900GTX) to 91.47 (from the latest) fixed most of my crash issues. -The Journeyman (Probably the best restaurant in the world)!
its probably cause you save too much on a new place and you are not saving it in only one one save data. also dont save it in a autosave place either
