Romeo hesitates to identify himself on Juliet's balcony because he is aware of the feud between their families (Montagues and Capulets) and fears the consequences if he is discovered. Additionally, he is also in awe of Juliet's beauty and is nervous about how she will react to his presence.
Juliet has just said she loves him but hates his name. Naturally he is reluctant to reveal his name to her.

In Shakespeare's play "Romeo and Juliet," Juliet's nurse interrupts Romeo while he is speaking to Juliet on the balcony. The nurse plays a key role in the relationship between Romeo and Juliet, often acting as a messenger between the two lovers.

The balcony, which Juliet is on and Romeo is underneath is a symbol of their physical separation. Although they speak love to one another they cannot touch each other. It is therefore an emblem of chastity. Only after they marry does Romeo climb the balcony which emblematically means he is breaching Juliet's chastity

This is the famous balcony scene. Romeo sneaks into Juliet's backyard. There he finds Juliet standing in her window telling the backyard that she loves Romeo. He reveals himself (bit of a shock for her) and then they get on with the world's most famous love dialogue.
