Actually it depends on where you found it specifically, not just the state. If you were in Utah and walking through the woods (not a National Forest or anything) and you find a fossil, which can be as small as a pebble or as large as a dinosaur bone, you could keep it. If it is on National Forest land or other government land, state or federal, you may get into trouble if they catch you.

Just as if you were over at a friend's house and dug a hole in the backyard and found a fossil you can keep that if you wanted. Most people during their life will stumble upon a fossil of some kind. It just depends on where you stumble upon it.
