Why does Vegeta say he's the best in the universe when there's Frieza?

Vegeta claims he's the best in the universe, despite Frieza being around, because Saiyans exponentially increase in power level every time they're gravely injured then healed. Vegeta believes he is the legendary Super Saiyan said to appear every thousand years, and therefore thinks that nobody in the universe can defeat him, Frieza included.
Vegeta also says this because of his Saiyan arrogance and refusal to believe that the Saiyans can ever be defeated, despite there only being three or four left.

What is vegetas past?
According to the Dragon Ball Z timeline, Vegeta was born on Planet Vegeta in Age 732. He is the son of King Vegeta, which makes him the Saiyan Prince. Why does Vegeta hate Goku?
He doesn't hate him, but they're rivals. He gets angry at Goku because Goku is far stronger then him and he is supposed to be the Saiyan prince (the best) . Vegeta hated Goku, because the Earth raised Saiyan is stronger than him. Vegeta failed to win against or kill Goku when he first landed on Earth. He further hated Goku when he became the first Super Saiyan in thousands of years and went on to defeat Frieza. Vegeta believes that since he is the Prince of all Saiyans he should have been the first Super Saiyan and he should have been the one to kill Frieza to avenge his people. Most of all he despised Goku because he the Prince is weaker than a 3rd class Saiyan.

(it may not be the exact episode but around there) when trunks appears and goku is just getting back from his battle on namek with frieza trunks tells goku who he is and that hes the son of vegeta and bulma but... the anime never shows bulma pregnant so i guess there really is no answer to that... that's my best though x3 This is the infamous question to which there will never be an answer. Knowing Vegeta and his persona at the time, he probably was apathetic and just didn't want the baby interfering with his training. But Bulma probably pushed the baby on him several times, and Vegeta, after awhile, warmed up to the idea that he had a son and eventually, as shown, he and Trunks grew close.
