WikiAnswers is a collaborative community - anybody can answer a question. If someone happened to click "Answer" while you are answering the question, this does not register until they have saved and you have attempted to save as well. Feel free to edit the answer afterwards.
If someone has already asked the same question before on WikiAnswers, then you shouldn't ask the question. You should look at the answer already provided there. If there isn't an answer, then you just have to wait until someone answers it. Asking an already asked question should bring up a message, informing you that the question has already been asked and answered.
I assume that if a question is locked for answering by someone it is not available for another to use it.
Yes, If you make a question on WikiAnswers you should get an email, about someone answering your question. It is called Watch or Updates at anytime you can unwatch it or cancel the updates.

Every few seconds a question is asked and every few seconds another is answered. Since WikiAnswers is open to many countries, there is always someone awake and answering questions!

The "exact" same question cannot be asked, because the system doesn't allow duplicates. However, very similar questions sometimes get asked because the folks asking questions don't use the Search feature to check and see if a similar question has already been asked. Luckily, on WikiAnswers it is possible to merge questions together, so when new questions come in, the best first thing to do (for people who have the power) is to edit the question and make sure it doesn't have any grammar errors and that it makes sense. When we do this, it often triggers a merge, and we can get someone's new question answers by merging it into an older one that already has a good answer.
Only if someone on here knows the answer. WikiAnswers has a very large user base so it's very likely that someone already knows the answer.
