Ole Evinrude first tested his outboard motor in 1907, it was a 1/2 horsepower 62lb iron engine. Evinrude would not get around to filing a patent until September 10, 1910. Evinrude's patent, number 1,001,260 would not be issued for another year and was finally approved August 22, 1911. Ole Evinrude first field tested his outboard motor invention in the summer of 1907. He earned his first patent in 1911 and was the first commercial success with outboard motors. Sadly, the Evinrudes burned out by 1914 and sold their interest in their company to their business partner and agreed to not work in the field for 5 years. Soon after the 5 years was up Ole was back with a new twin cylinder aluminum motor which his old partner declined and he started a new company. In 1929 the two companies and a third merged to form the Outboard Motor Company which still exists today.
When a motor starts the circuit breaker sees an almost dead short. Until the motor starts generating a back EMF , which opposes the current flow when rotation starts, the current is high. If the breaker is sized to the motors full load amperage, each time the motor is started, the breaker will trip.

Backfire. Hard starts or no starts. I would pull the #1 plug and then rotate the motor until # 1 was top dead center then remove the distributor cap and see if the rotor was pointing to #1 wire spot on the cap if it is not then your engine has jumped time
Replace your fuel pump relay.
Remove the sunroof headliner. Pull the flex cable forward until out of the motor. Remove the left(driver’s side) plastic fender panel in the trunk. Disconnect the wires. Take out the mounting screws. Gently separate the flex cable’s tube from the motor/gear assembly.
First start by disconnecting the drive motor to see if it runs - if it does, then you will need to go through the gears (and if steam, the drive rods) and working forward from the motor until it stalls again. This is a common problem with the lower priced engines and usually it is in the gear box.

W/o a clutch you'd have to turn the engine off every time you wanted to stop the vehicle. You'd also need a starter motor strong enough not only to crank the motor over, but also to move the whole vehicle forward until the engine had fired back up.
