I have a '93 new yorker and i had a similar problem.Thought for sure the rack & pinion was foo barred. Got it checked out and it turns out there's some tiny screw/plug type part that can be bought new for about $20-30 at discount auto. I think it has something to with or is in very close proximity to the hose assembly located under the front of the car. The part in my car had cracked some how and was cause major steering fluid loss with each turn.

To unlock the anti-theft device on a 1991 Chrysler New Yorker, first ensure that the vehicle's battery is charged and the ignition is in the "Off" position. Then, insert the key into the ignition and turn it to the "Run" position without starting the engine. Wait for approximately 10 minutes until the security light on the dashboard turns off, indicating that the anti-theft system is disarmed. Finally, turn the key to the "Off" position and then attempt to start the vehicle.
