If the check engine light is on then it will have to be scanned and diagnosed. The repair will need to be done and the codes cleared. If the light is NOT on then I would replace the fuel filter.

if you can't change the RPM of the motor, you have to change the gearing of the chain drive. Fit a smaller sprocket to the motor to slow the conveyor down, or a bigger to speed it up.
Most are belt driven and have a step down pulley on the motor and the drill. Changing the groove the belt is in changes the speed of the drill. Small groove on the motor and large on the drill will give you the slowest speed.
