Because it is limited by the CDI. The CDI is a small black box with 4 -6 wires running to it depending on the model. If you have an Asian made model chances are its a 6 wire. Find the CDI and look for a pink wire. Cut it a use electrical tape to cover the ends. That's all. Also, search for derestricting 50cc scooters.
Usually, to ride without a license, the scooter must be 49cc or less and have a top speed of 35 MPH.
This depents on the exhaust, trasmission, wheel size and weight of passenger. Some can go as fast as 55 MPH. )ther only go around 20 MPH.

Some scooters have a governor on them. Are you trying to exceed 60 mph when this happens?

If I answered NO, would that satisfy you? I don't think so. A 49cc Scooter is capable of going up to 35 mph. This means that in most states you must possess a valid drivers license. If the scooter has a larger engine it is classified as a motorcycle and you must obtain a motorcycle license, and have the scooter registered (with plates afixed) and carry liability insurance. This also means that a 49cc scooter must be road ready with rearview mirrors, turn signal lights, head and tail lights and a horn, just like the big boys. You are also restricted from using high speed highways (Roads where the minimum speed is 35 mph.) so that if you can live with these restrictions and want to use the scooter for local transportation of just one person locally. then my answer would be YES and enjoy this vehicle - I do, and I'm 71.

49 cc engine and MPH is like comparing apples and oranges. They don'y relate. What size engine can go 5MPH, all engines on bikes and scooters can do that. I have a 49cc scooter that could only do 33 MPH maximum, but my state MVB says that the most I'm allowed to go is 30 MPH. This is because the manufacturer does things to the engine to restrict its output. I changed one item and removed a washer and found that I could hit 47 MPH now. 49cc is the engine size and does not relate to speed almost all are 1 cylinder and may be 2 or 4 stroke types which also has many varibles. Do a search of engine types to gain a better knowledge for yourself.
