Because it is limited by the CDI. The CDI is a small black box with 4 -6 wires running to it depending on the model. If you have an Asian made model chances are its a 6 wire. Find the CDI and look for a pink wire. Cut it a use electrical tape to cover the ends. That's all. Also, search for derestricting 50cc scooters.

This is because the manufacturer does things to the engine to restrict its output.
