The hardware in a PlayStation is much more complex than in older console like the NES. The NES's hardware is simple enough that every cartridge could contain the information needed to control it. The PlayStation's hardware is much more complex, almost like that of a desktop computer. To make the task of making Video Games easier, as well as making them more portable to other consoles, the PlayStation needs to provide higher-level APis to control the hardware. This is the purpose of an operating system: so the program doesn't have to be large and know how to control the hardware, just do it's job.
