It could be any of several reasons. In order of descending likelyhood they are: (1) bad bulb. (2) loose, dirty or corroded sockets. (3) blown fuse. (4) bad ground. (5) bad wiring.
Bad grounds are a common failure in cars that don't have voltage return wires (I don't know if the Toyota does or not) and that rely on the car body to provide the return circuit and they can be maddening to diagnose. They will often cause different behavior depending on which lights, turn signals, brake lights, etc are on.

There is a switch called the reverse backup light switch attached to the shifter. When you move the shifter into reverse, the switch is closed and current goes back to the reverse lights. The switch is located on both auto and manual trans. After making sure your bulbs are good, that is where I would look. And make sure your fuses are not blown as well in your fuse block. There usually is not just a circuit dedicated to reverse lights only but there is always something a manufacturer will do some years just to be different.
Yes, I just went in to have mine repaired today and the dealer mechanic informed me that only one light (on right) is meant to be operational.
