Blowing cool air while idling & the water pump is not moving very fast is a key indicator of low engine coolant levels.
Add some anti-freeze/water and likely you'll have warm air all the time.
Low coolant, failed thermostat, partially plugged heater core...............
May have an answer already, but be sure that the radiator is full of coolant.
jaguars blow, the ac is making the cool air. turn it off, to stop cool the cool air.
This is often caused by air being trapped in the cooling system. Get a qualified mechanic to drain, flush and refill the radiator/cooling system.

Do you have the recycle air button turned off? If you do you would be sucking in hot air when you are moving but when you stop the outside air stops flowing into the air conditioner and it gets a chance to get cooler air from inside the cab and cool it more. Make sure your recycle button is lit on the dash. This closes off the outside air and just recycles the cooler air from inside the cab.

If the coolant is low ( watch for leaks )it will act as you say. Fill it up , leave rad cap off for 5 minutes while idling to bleed air, and try it.
unit could be low of refridgent,or valve for heater not closing complety There can be other problems, but these twowould be the ones i would start with.
