A car takes a while to heat up if the engine is running slower. Cold weather and cars just do not mix. The car will warm up faster if the driver can sit in the car and press on the throttle a little.

The Engine
no you shouldn't because the cold air that your engine sucks up can quit your engine and stop running
The engine of a car contains many passages through which water can flow. The water picks up excess heat from the car engine and then passes through the radiator, where it is cooled by the rapid flow of air. The cooled water then returns to the engine to pick up more excess heat. So to put it simply: the radiator cools the water which cools the engine.
The engine would heat up quicker without the heater on but ever so slightly, so it probably doesn't matter.
