Faulty gas cap or vent valve, causing a vacuum to form which is not letting the fuel to flow properly starving the engine.
Faulty ignition wires, distributor cap and rotor could be to blame.

if by shut down you mean remotely disable the ignition, then no. they can however shut it down by issuing a reposession order.

lightly push on the gas cap door toward the rear of the car and it Will spring open. Do the same for closing it. Make sure to tighten your gas cap till it clicks and is very snug or you may get a service engine soon light. This is a simple fix, tighten gas cap.
There is a fuel vapor leak I think.... Tighten your gas cap or change your gas cap if leaking... if none of this work... bring your car to a mechanic.

I had one put into my car and it caused the battery to run down so I had to disconnect it. Someone didn't know what they were doing. To have it shut down immediatly is certainly possible.
We had this problem. It turned out that moisture had gotten into the distributor cap. Once we replaced it, the problem stopped! I had the same problem with my 93 Ford Tempo and after Sears had replaced the battery, they did not completely tighten down the ground cable. Ford could have put a better battery terminal on the car as well, as it was a bear to tighten down.
