Civilisation needs a surplus of food as a precursor. Arable land and plentiful water gives a surplus.

You need to give a timeframe and a region or civilization.
All civilizations need resources to survive but if a civilization has more than enough (surplus) of food they needed to store it or it rots, a warehouse is where these civilizations store leftover food. This was very essential to have because if resources were lacking the could use their leftovers from the last harvest.
You definitely need a source of vitamin C. The reason English Sailors are called Limeys is because they carried limes on the ships as a vitamin C source. Other than that you need fresh water, protein sources, flour, othjer dry goods, and preserved foods.
