There's never been an F mint mark, and the current Roosevelt design was sculpted by John Sinnock, so it's pretty certain that someone used a metal punch or other tool to alter your dime.
If it's dated 1964 or earlier, it's still worth about $1 for its silver content. 1965 and later, it's nothing more than a damaged dime.
