When a guy texts you but not a lot could mean two things. The guy could be busy or he does not not really like you.

Generally guys are known to start the conversation first, so if she does she really wants to talk to you, if she doesn't, well its expected.

maybe he wants to..he just doesnt know how to start the conversation, or know what to say. and even if you start a conversation with one question, maybe he doesnt know what to say after that question, so you might just have to keep the convo going
