Because the whole idea of eugenics is to get something better by breeding the best. When you breed one winner to another winner, you improve your chances of getting another winner (at least in theory). The whole point of racing is to make a horse faster (although "stronger" should be in there too, but is often ignored, which is part of why so many horses get injured).
If you are a licensed breeder and have a stock of horses to breed from yes. The horses have to be studs though
