As a minimum, a hot water cylinder needs an exhaust outlet. This guards against the cylinder boiling, and thus exploding if no relief were available.

The cylinder could boil if for example the thermostat failed to cut out. Or in the case of a direct flame water heater, the cylinder may boil in a quite ordinary course of events.

Some systems use a pressure relief valve for this important purpose, and simpler systems just use a tall standpipe whose top is higher than the local water pressure.
