A man invests and then wait for the principal interest i.e. waiting for the woman whom he had approcahed yesterday to come to him. Keeping an eye on the woman (that's you) is his way of sending 'positive signals'. It is special and a man would not do that same thing to each and every woman coming his way. But, in this situation, majority of the feelings are honest and keeping an eye on the woman instead of approaching her is out of ego that both sides were equally responsible. I probably wouldn't take any offense to this. She probably finds him attractive and doesn't want you to think so. In girl logic she is probably just getting a good look, trying to figure him out properly. She probably glances at you a lot too. She might have a thing for him, or she could just be simply looking. Either way.

Give him space to begin with, but when your in your friendship group just give him little glances and smiles to begin with and try talking to him about something your both into, just do little things that won't scare him away.
