How do you know I did all this during the last two weeks? And answer to your question is that it's not general. A man invests and then wait for the principal interest i.e. waiting for the woman whom he had approcahed yesterday to come to him. Keeping an eye on the woman (that's you) is his way of sending 'positive signals'. It is special and a man would not do that same thing to each and every woman coming his way. But, in this situation, majority of the feelings are honest and keeping an eye on the woman instead of approaching her is out of ego that both sides were equally responsible.
