This is because the child, by virtue of being in America, with its accompanying lifestyle, will consumer so much more energy (i.e. food, fossil fuels, electricity, consumer goods) on average, than 10-12 people in a developing country. In other words, it seems impossible that the world can support the current population if everyone on Earth has a "U.S. lifestyle". I think that this depends on the state you reside in. I can not see how dropping out of high school should affect this unless you are not a legal adult (in which case you wouldn't be able to adopt anyway). As long as you can raise a child in a safe environment I see no reason (single or married) that you can't adopt a child. Check with your city or state about their adoption laws.

If the father terminates his parental rights the single mother can legally and solely have full custody of that child as long as the courts decide that she is capable of working and providing a safe environment for the child. There are times that the parents of the young mother, or possibly grandparents will help in looking after the child if the mother is a minor and finishing her education and the courts will often look favorably on this.
