If it doesn't work, you probably don't have the update that emoji needs. You need IOS 4.2 to get Emoji to work. Then, go to Settings and go to General Settings and go to Keyboards. Then go to Japanese Keyboard (if you have IOS 4.2) and enable Emoji. Good luck!
There is a few apps that can be installed that you can take a picture and turn it into a emoji picture. You can try the photo bucket app.

Yes and no. Some Emoji icons are for free and some are not. Apple had made 1 Emoji app free for all iPod touches, iPhones and even for iPads. It is 1 free full version emoji app whiches better than the paid version.
For that you're going to have to enable the emoji keyboard in windows! All you have to do to accomplish this is hold a specific key during boot -- usually F12 -- this should bring up a menu. Click BIOS flash update, there should be an update in there to add the emoji keyboard. If it doesn't have that, you have no hope.
