That's a first for me. Must have a short in the starter or the relay. I would change the starter relay first, and if the problem is still there, then change the starter. One of them has a short. Or, possible the ign. switch has a short and might give continual contact. Check that first.
The starter relay switch is attached to the short positive battery cable; just follow it to the starter relay. I hope this helps you. Mark

Diagnostic Code 51 for a 1994 Plymouth Voyager is the vehicle running too rich or too lean on fuel. Diagnostic Code 35 has to do with the cooling fan for the engine. It is not coming on at the proper times due to a short or a bad fuse.
Disconnect the wire at the starter and try the ignition. My guess is that the starter itself is the problem. If the fuse does not blow then it is the starter, if it does blow then go to the relay center in the engine compartment and check the starter relay. Work your way back to the ignition switch.

The starter and starter relay are one piece. The relay is the smaller cylinder connected to the bigger cylinder which is the starter. It looks like a Mcdonalds Medium sized cup with a shot glass attached to the top, laying on its side. Be sure to remove the negative from the battery and the engine lead from the starter, should be 1/2inch screw. then 2- 1/2 retaining bolts that hold it in place. Its a tight spot so use a short socket wrench.
