Why does a teaching assistant need to reflect on their own pracice when working with pupil's
To become a teaching assistant you do not need to take any courses specifclaly for this. You have to have the basic knowledge in the subject area you want to TA for.
There is not necessarily a difference. Graduate assistant may mean a research assistant, in which case they are paid to help faculty with a specific research project rather than teach. Graduate teaching assistant obviously refers specifically to a teaching appointment.
Denver has several colleges, including Kaplan, that will offer courses in education. There are on line colleges such as Phoenix university, as well. Teaching assistant is not an easy job however, as you'll need to deal with students and be responsible for helping them direct their lives. You'll need to know the material you are teaching, as well.

There is Rule in UGC norms about teaching load of Assistant Professors. I did not find any Rules as per AICTE. The teaching load of Assistant Professors is 16 and of Associate Professors and Professors it is 14 as per UGC Gazette.

To obtain a teaching assistant job, one would have to first have excellent reading and writing skills. Then have some kind of experience in tutoring as well as working with children.
