A well cut diamond appears bright or glittery, because diamond has an unusually high index of refraction, and it therefore bends light very strongly, so you will see lights coming from angles which in other substances would not produce light. The process of refraction also tends to separate white light into a rainbow effect, so not only is the diamond glittery, but it glitters in color, too. Very lovely.

As well, a well-cut diamond's reflection of light entering any facet and 'bouncing' about inside the stone before returning to the viewer's eye accounts for glitter, colour and brightness.
