Because the air inside the tire is under pressure. Gas always flows from a region of higher pressure to a region of lower pressure. As the pressure inside the tire is greater than the pressure outside, the air always comes out of the bicycle tyre.

Why won't the hot water stop running even with the main shut off valve shut off?

The valve seat or washer on the main valve are not seating/sealing properly.

The problem is when there is no water flowing into the toilet even when the water valve is on?

If the shut off valve handle makes a full turn or more, it has a washer in it. The washer can come off the stem and be blocking the line. If the fill valve in the tank is in corner of the tank with a float that rides up and down a shaft, there is a washer in the top of it that can become stiff or blocked with minerals and stop the flow.
