It will run until the vehicle is level off. Then it should stop.
The air suspension shut off switch is in the front passenger footwell ( like the fuel pump shut off switch is )

I have a 2001 navigator. Been towing with it for over four years. I pull a 5500lbs trailer and never had a problem with the air bags. When I put the tongue weight on the hitch, the air bags pump the truck back up perfect.
possibly the height sensors came unplugged rear or front but that will dissable the pump.
If your navigator has air suspension then the switch located in the rear driver side panel where the air suspension switch is...it is right below the suspension switch. hope that helps.
