Some teenage guys get almost obsessed with the idea of touching girls, some to the point of even feeling almost entitled to touch you if you're in a relationship.
No matter how much they get mad you've got to move at your own pace, respect yourself and be comfortable with the way things are going. Most of them will grow out of this behaviour and it's then when proper relationships can take place.
