This is because, clay is a much heavier object/material then sandpaper, therefore if you were to drag a lump of clay on the floor and measured the friction, it would be higher then the amount of friction caused by sandpaper. If the amount of force needed to pull the clay is larger then the amount of force needed to pull the sandpaper, that means that there is a much larger amount of friction present, because the more friction there is present, the harder you would need to pull.
