A 94 lb bag of cement consists of 94 lbs of cement. I mean, isn't it obvious? The cement is used to make sidewalks, etc. They dry and is some of what we walk on today. :)

When mixing cement it is recommended to keep it wet for at least 3 days, when it reaches maybe 80% of its final strength, but a week to ten days is better. Cement will continue to harden for several years. The strongest cement you can get is that which sets up underwater and is never allowed to dry out

A dry polymer is one that is not in solution. they are used where moisture would create an issue. Sometimes dry polymer powder is added to cement so that when the cement is hydrated to make concrete, the dry polymer is hydrated at the same time. If a wet polymer, or polymer solution were used, it would react with the cement and make it unusable.
