Not really. You will need to seal the concrete surface to prevent concrete dust becoming a problem. Also, the carpet makes the floor warmer to walk on, concrete would feel cold to bare feet.
Since cold is the absence of heat, this begs the question whether anything "conducts cold". Steel racks in a freezer feel cold since they absorb heat from your hand; the "cold" isn't moving into your hand, you're losing heat.

There really is no such thing as cold but you feel that cause heat goes to wear it isn't so it leaves your body which makes you feel cold I hope this helped cause its by a 7th grader but it's the truth I learned this at school
Metal conducts heat very well; the heat of your feet will be carried away quickly on a metal floor, causing you to feel cold - because of the loss of heat. Wood conducts heat very POORLY; it's an excellent insulator. That's why we use wooden "trivets" to protect delicate tabletops from hot cooking vessels.
When you fall on a mud floor, the mud compacts down like a pillow. It is soft and slows down your fall. But the cement floor is very hard and rigid. It does not compress down like a pillow. So you feel the impact alot more.
