Colored water has dissolved compounds in the water, so according to the colligative properties, the water will freeze at a LOWER temperature than normal water. Thus, all things being equal, colored water will not freeze faster, but it will freeze slower than normal water.
I'm actually very surprised to hear that it does. Adding a solute, such as a coloring agent, should lower the freezing point and make it freeze slower.
If you did the experiment and found that this is actually true, you're on your own for coming up with a reason. Maybe you could wave your hands real fast and mumble something about nucleation sites.
