Why does conserving coal save more resources than just the amount of that would have been mined?

It saves resources by the means of extracting the coal, and then by refining it for use. For example, there is a lot of CO2 released during the purification process

Because new plants (plantlets) would require water immediately to survive, where as seed can lie dormant until it rains (the drought is broken) and the seed can germinate and form new plants. It's a matter of conserving resources.
